On 9 December 2008, the European Union commenced its largest ever mission, EULEX, when it deployed the first of nearly 1,900 officials who will take over police, customs and justice responsibilities from the United Nations staff in Kosovo. The EU officials will be supported by 1,100 local staff, (final staff target 3,000), and the aim is to oversee the running of the courts, the police and customs services as well as assisting the authorities to combat organised crime. A spokeswoman indicated that the mission would also cover war crimes investigations, tracking down missing people and measures to deal with people trafficking. The mission in Kosovo is not to govern or rule. It is a technical mission, which will monitor, mentor and advise, whilst retaining a number of limited executive powers. Security will still be maintained by the 16,000 Nato-led KFOR troops. EULEX (EU Rule of Law Mission) has a budget of 205 million Euros for the first sixteen months.
